Né en 1927 dans l'Idaho, Bernard Francis Fischer sert brièvement au sein de la Navy pendant la seconde Guerre Mondiale. Après guerre, entre 1947 et 1950, il servira dans la National Guard avant d'intégrer l'USAF en 1951 et d'y devenir officier de carrière. Après avoir achevé son entraînement de pilote, Bernie Fischer sert au sein de l'Air Defense Command jusqu'en 1965, époque à laquelle il se porte volontaire pour le Vietnam.

Entre juillet 1965 et juin 1966, il effectue 200 missions de combat à bord d'un Douglas A-1E/H Spad en tant que membre du 1st Air Commando Squadron basé à Pleiku Air Base, Sud Vietnam. Il est alors Capitaine. Le 10 mars 1966, il conduit une formation de deux Skyraider dans la Valley de A Shau afin d'assurer le soutien rapproché de troupes au sol qui se trouvent au contact de l'ennemi. Un total de 6 "Spads" interveinnent sur le site pour réduire les défenses Nord Vietnamiennes. Bientôt, l'appareil du Major D. W. "Jump" Myers est touché et doit effectuer un atterrissage forcé dans un ancien camp des forces spéciales. Alors que Myers parvient à poser son appareil et à trouver refuge derrière un remblai en bout de piste, Fischer le couvre depuis les airs. L'hélicoptère le plus proche se trouvant à 30 minutes de vol et les Nord Vietnamiens approchant rapidement de l'endroit où se trouve Myers, Bernard Francis Fischer décide rapidement de se poser pour aller récupérer son coéquipier. Couvert par les autres A-1, il parvient à poser son appareil et parvenu à proximité de l'endroit dans lequel Myers s'est retranché. Déblayant la piste des différents débrits qui la jonche, les deux hommes réembarquent et redécollent sous le feu nourri de l'ennemi.

La veille, Fischer avait déjà reçu la Silver Star pour avoir assuré le support au cours de la même bataille. De retour aux Etats-Unis le 19 janvier 1967, il reçoit la Médaille d'Honneur de la main du Président Lindon B Johnson. Il sera le premier membre de l'USAF à recevoir cette distinction et l'un des rares à la recevoir de son vivant. Il retourne ensuite à ses activités antérieures au sein de l'Air Defense Command avant de se retirer dans sa ville natale, à Kuna dans l'Idaho, avec le grade de Colonel.

Le A-1 Skyraider sur lequel Fischer effectua son sauvetage a été conservé et restauré avant d'être exposé au National Museum of the United States Air Force. Steven Fischer, fils du Colonel Bernard Fischer est aussi pilote au sein de l'USAF et vole sur KC-135.

 

CITATION

For conspicuous gallantry and intrepidity at the risk of his life above and beyond the call of duty. On that date, the Special Forces camp at A Shau was under attack by 2,000 North Vietnamese Army regulars. Hostile troops had positioned themselves between the airstrip and the camp. Other hostile troops had surrounded the camp and were continuously raking it with automatic weapons fire from the surrounding hills. The tops of the 1,500-foot hills were obscured by an 800 foot ceiling, limiting aircraft maneuverability and forcing pilots to operate within range of hostile gun positions, which often were able to fire down on the attacking aircraft. During the battle, Maj. Fisher observed a fellow airman crash land on the battle-torn airstrip. In the belief that the downed pilot was seriously injured and in imminent danger of capture, Maj. Fisher announced his intention to land on the airstrip to effect a rescue. Although aware of the extreme danger and likely failure of such an attempt, he elected to continue. Directing his own air cover, he landed his aircraft and taxied almost the full length of the runway, which was littered with battle debris and parts of an exploded aircraft. While effecting a successful rescue of the downed pilot, heavy ground fire was observed, with 19 bullets striking his aircraft. In the face of the withering ground fire, he applied power and gained enough speed to lift-off at the overrun of the airstrip. Maj. Fisher's profound concern for his fellow airman, and at the risk of his life above and beyond the call of duty are in the highest traditions of the U.S. Air Force and reflect great credit upon himself and the Armed Forces of his country.
