Officier de l'USAAF né le 28 janvier 1924 à Auburn (Etat de New York), Bruce Carr rejoint l'Army Reserve le 3 septembre 1942 en tant que Pvt et sert comme Cadet de l'Air du 12 octobre 1942 au 29 août 1943. Il se qualifie comme pilote et devient F/O le 30 août 1943. Il sert dans un premier temps avec le 380th Fighter Squadron / 363rd Fighter Group du 4 février au 24 mai 1944, remportant sa première victoire avec cette unité. Lorsqu'il arrive dans l'unité, il totalise 314 heures de vol dont 234 de formation initiale. Lorsqu'il quitte l'unité, il compte 172 heures de vol de guerre. Il est alors transféré au 353rd Fighter Squadron / 354th Fighter Group et promu Sous-Lieutenant le 18 août 1944, puis Lieutenant le 15 novembre et Capitaine le 9 avril 1945. Au cours du séjour qu'il effectue au sein de cette unité, il remporte 17 victoires confirmées en combat aérien, dont 2 en collaboration et reçoit la Distinguished Service Cross, la deuxième plus haute distinction militaire américaine. Il reçoit cette récompense pour avoir abattu, le 2 avril 1945, 5 appareil au cours d'une seule et même mission.

Resté dans l'USAF après guerre, il est promu Major le 15 février 1951, Lieutenant Colonel le 25 mars 1958 et Colonel le 3 novembre 1966.

The President of the United States takes pleasure in presenting the Distinguished Service Cross to Bruce W. Carr (0-887280), First Lieutenant (Air Corps), U.S. Army Air Forces, for extraordinary heroism in connection with military operations against an armed enemy while serving as Pilot of a P-51 Fighter Airplane in the 353d Fighter Squadron, 354th Fighter Group, NINTH Air Force, in aerial combat against enemy forces on 2 April 1945, in the European Theater of Operations. On this date Lieutenant Carr destroyed three German F-190 fighter aircraft and two ME-109s to become an Ace in a day. First Lieutenant Carr's unquestionable valor in aerial combat is in keeping with the highest traditions of the military service and reflects great credit upon himself, the 9th Air Force, and the United States Army Air Forces.
