Né le 23 octobre 1918 à Washington, dans le District de Columbia, Rovert Rankin rejoint l'Army Reserve le 6 mars 1941 et sert comme Cadet de l'Air du 15 juillet 1942 au 11 avril 1943. Promu Sous-Lieutenant, il se qualifie comme pilote le 12 avril 1943 à Luke Field, en Arizona. Affecté au 61st Fighter Squadron / 56th Fighter Group en Grande Bretagne en août 1943. Fin décembre, il totalise 450 heures de vol dont 219 d'entrainement. Promu Capitaine le 17 juin 1944, il remporte 10 victoires au cours de son tour d'opérations en Europe de l'Ouest et reçoit la Distinguished Service Cross, 4 DFC et 5 Air Medals.

Resté dans l'USAF après guerre, il est promu Major le 14 décembre 1950 et sert en Corée. Il est promu L.Col le 15 avril 1953 et Colonel le 9 novembre 1963 avant de se retirer le 1 avril 1973.

(Citation Needed) - SYNOPSIS: First Lieutenant (Air Corps) Robert J. Rankin (ASN: 0-743089), United States Army Air Forces, was awarded the Distinguished Service Cross for extraordinary heroism in connection with military operations against an armed enemy while serving as Pilot of a P-47 Fighter Airplane in the 61st Fighter Squadron, 56th Fighter Group, EIGHTH Air Force, in aerial combat against enemy forces on 12 May 1944, in the European Theater of Operations. On this date as Pilot of a fighter air plane, First Lieutenant Rankin became an ACE in a day, shooting down five enemy aircraft in a single mission. First Lieutenant Rankin's unquestionable valor in aerial combat is in keeping with the highest traditions of the military service and reflects great credit upon himself, the 8th Air Force, and the United States Army Air Forces.l
