Né en 1920 à Hazenmore, dans le Sascatchewan, Wilfred Banks s'engage dans les Fusilliers de la Reine en 1939 avant d'être transféré dans la RCAF en juillet 1941. Après avoir achevé son entraînement, il suit une formation complémentaire pour devenir instructeur au 15 FTS puis à l'OTU 1 de Bagotville jusqu'à la fin 1943. Envoyé en Grande Bretagne en janiver 1944, il passe par l'OTU 53 avant de rejoindre le Squadron 412 le 24 juin 1944 avec le grade de Flight Lieutenant. Au cours de la Campagne de Normandie, il remporte 6 victoires en 1 mois, succès qui lui valent l'attribution de la DFC. Il remporte sa dernière victoire à l'occasion de l'opération "Bodenplatte" lancée par les Allemands le 1 janvier 1945. Cette neuvième et dernière victoire est récompensée par l'attribution d'une Bar à sa DFC le mois suivant.

Il quitte l'unité au début mars 1945 et rentre au Canada en septembre. il quitte l'armée immédiatement après son retour et créera un organisme financier dans lequel il travaillera pendant 31 ans. Il se retire finalement au début des années 1980.

This officer has completed many sorties. He has invariably displayed a high degree of skill and courage and is a keen and resolute pilot. Flying Officer Banks has destroyed six enemy aircraft, three of them in one sortie.

Since being awarded the Distinguished Flying Cross, this officer has taken part in many more operational sorties. In September 1944 he participated in the Arnhem paratroop landings and in one combat against a superior force he destroyed two enemy aircraft. On the following day he destroyed another two in air combat bringing his total victories to at least ten enemy aircraft destroyed. On another occasion the propeller of this officer's aircraft was hit by fire from the enemy's defences and half of one blade was knocked off but with great skill he brought his aircraft safely back to base. At all times Flight Lieutenant Banks has set a fine example of courage, efficiency and leadership.
